MINUTES OF THE DISTRICT RSVY COMMITTEE MEETING
(HELD ON 19TH AUGUST,2006
IN THE OFFICE CHAMBER OF THE DEPUTY COMMISSIONER,WEST GARO HILLS,TURA)
At the outset, the Deputy Commissioner welcomed all the members present in the meeting and briefed about the meeting. The objective of the meeting is to finalize the proposals for 2nd installment of 1st year proposals and 2nd year proposals submitted by the different agencies to inturn submit the same before State level Steering Committee meeting to be held on 21st August 2006 for necessary approval. After thorough discussions the following points are made while recommending the proposals under 2nd installment of 1st year Scheme and the proposals for the 2nd year of RSVY:
1) Necessary modifications are done to the schemes proposed in the Master Plan submitted earlier as per the observations and specific recommendations of the National Empowered Committee on RSVY.
2) The projects proposed by different Agencies under different sector are to address the critical gaps of development with ‘convergent approach’. Care has been taken to see that only those projects are proposed which can not be taken up with any other schemes implemented in the district, so as to maximize the developmental interventions in a holistic manner.
3) Some of the proposals submitted earlier under Land and Water Management sector and Rural Connectivity Sectors have been replaced with other suitable projects in line with the general observations and recommendations of the National Empowered Committee on RSVY to address the critical gaps of development, as these works of soil and water conservation and rural connectivity can be taken up under recently launched National Rural Employment Guarantee Scheme.
4) The critical gaps of heath sector have been thoroughly discussed in the context of low health indicators in the state of Meghalaya, Before the NRHM (National Rural Health Mission) programme, the full immunization coverage was only 14.5%, the lowest in the country as reported by the RCH study conducted by the Ministry of Health & Family Welfare, Govt. of India in the year 2004. It has been proposed to have a convergent approach with RSVY and NRHM to address the critical gaps which cannot be taken up under NRHM. The objective is to increase the full immunization coverage 100% from the present 60% in the district and also to facilitate increase in the institutional deliveries at sub centre level and provide referral health care for serious patients and pregnant mothers. An exclusive meeting had also been held for this purpose involving Health functionaries and MP and MLAs, which has recommended for addressing these gaps through RSVY. Accordingly the proposals under health sector have been proposed under the 2nd installment of 1st year and 2nd year schemes.
5) All the sanitation proposals submitted earlier have not been included in the present proposals as the TSC (Total Sanitation Campaign) programme is being implemented in the district.
6) All the Implementing Agencies are to submit detail plan and estimates for the proposals within a period of one month.
7) The schemes proposed by the Agriculture Department have a cluster approach to develop and focus on 90 model villages to demonstrate best practices of agriculture to harness the existing untapped potentiality of ground water irrigation to increase the paddy production in the district to achieve self reliance in food grain production. The proposals submitted earlier under multiple cropping have been taken up with the state plan schemes and the present proposals are for expansion of ground water irrigation projects to cover another 1016 hectares. The Proposed Ground Water Irrigation Schemes will be implemented through the Village Development Committees. The beneficiaries will be involved in the procurement of Pump Sets. Out of the total unit cost, 75% is borne from RSVY Funds, 20% bank loan and 5% beneficiary contribution.
8) It has been proposed to set up a Capacity Building & Skill Training Centre cum Hostel Complex for Rural Youth & Women SHGs to be run by Women SHGs Confederation & WGHCRMS (IFAD) to train the SHGs and skilled labour and VEC and AEC members for effective implementation of works under NREGS and also to train the local labour from every village in the construction and other skilled works taken up by PWD and PHE Depts so as to effectively address the problem of immigration and infiltration of skilled labour in to the district.
9) In the Education sector it has been proposed to address the critical gaps of infrastructure so as to have convergence with the SSA in providing computer aided learning in the Schools. Residential hostels are proposed to rural talented poor students coming from interior village to pursue secondary and higher education. The Inspector of school is to prioritize the schools on need based and geographical isolation and will submit detail plan and estimates. It has also been recommended for consideration of taking up LP and UP school building construction to supplement the interventions of SSA and also due to merging of SGRY scheme into NREGS where there is no scope for taking construction of school buildings.
10) The drinking projects will be taken up by P.H.E department. It is proposed to take up drinking water project for newly set up Gambegre Block Complex and 4 other surrounding villages so as to meet the critical gap of infrastructure in the Gambeggre block.
11) Joint Director, Social Welfare department to submit the list and number of Anganwadi centres located in the remotest villages.
12) DMHO to submit details of critical gaps of infrastructure all PHC/Sub Centre wise so as take up certain number as indicated in the proposals on priority basis.
13) The Milk Chains proposed under RSVY have been converged with the Integrated Dairy Development Project. The proposed convergence is vetted by the State Level Technical Management Committee of IDDP. The dairy units are to be taken up in the lines of NABARD/SGSY guidelines in terms of providing the subsidy and bank loans.
14) One month time was given to all the implementing agencies to submit detail plan and estimate of the proposed projects.
15) It has been proposed to place the proposals submitted by different implementing agencies before the State Level Steering Committee Meeting headed by the Chief Secretary for necessary discussion and approval.
