GUIDELINES FOR IMPLEMENTATION OF RSVY SCHEME.

 

1.  General

 

     a.    All RSVY programmes  should be implemented  by involving the local

            community,  ie. VDC/SHGs by entering into Social Agreement as prescribed.

  1. Only approved schemes to be  taken up for implementation.
  2. No contractor under any circumstances shall be involved/engaged in the implementation of the works and all the unskilled labourers required for the project/programme shall be indented with  the local Committee, ie. local community, ie.  VDC/SHG  and the wage component shall be credited to the Bank account of the VDC/SHG for appropriation to the labourers engaged in the programme.  If the works are implemented within the jurisdiction of a single village the entire fund may be credited to the account of the VDC/SGH and  the funds may be allowed to be drawn as per the progress of the work as approved/certified by the Implementing Agency.
  3. Where labourers have been drawn from more than one VDC/SHG, proportionate wage component may be apportioned and credited to the respective Bank account of the VDC/SHG.
  4. Withdrawal of fund for purchase of materials or payment of wages needs to be approved in the General Body meeting  of the VDC/SHGs with 70% attendance should be the requirement of quorum.  Every expenditure/payment made should be accompanied by proper vouchers,  Muster Roll record,  in case of wage payment,  and all original documents are to be maintained by the VDCs/SHGs under  the supervision and guidance of Implementing Agencies.
  5. If any of the estimates under RSVY have been prepared inclusive of the standard 10% profit, then it should be excluded and the money saved should be used for additional works as proposed by the community with minuted  resolutions in a GB meeting with 70% attendance.
  6. The contribution of VDC/SHG against each programme should be a minimum of 30% of free community labour and some contribution in terms of locally  available resources, like, sand, stone, bamboo or wood, etc. and it shall be incorporated in the Social Agreement.
  7. There should be proper coordination among the  Line Departments to avoid duplication of scheme/proposal.
  8. There should be frequent social audit of all the works by the local community (VDC/SHG).
  9. Documentation with digital photography is a must at every stage of work and they shall be maintained in their office and copy shall be submitted to the Deputy Commissioner.

 

  1. Specific Sector-wise guidelines.

 

  1. Land & Water Management Works:

 

The soil, land and water conservation works to be implemented by different agencies must be supervised and technically cleared by the Soil and Water Conservation Department (T)  who is to be Nodal Department.

      B)  Marketing Infrastructure Works

1)  The proposal for tea processing unit may be taken up with professional guidance from the Agriculture Department, particularly Mr. James Waren D. Sangma, for consultation and coordination in the programme.

2)  All the tea growing framers should cooperate and  should have substantial stake in this programme.  The Project Manager, IFAD shall organize and mobilize the tea growing farmers to take up the initiative  for their active participation in the programme.

   

C)  Livestock related projects:

 

1)  In livestock programme prime attention must be placed for -

      a)  Animal feed/fodder and Animal health/Clinics.

      b)  Artificial insemination.

2.  The livestock programme, the RSVY component should be used as Revolving

      Fund and the benefit should go to the community and not to individual

      beneficiary.

 

D)  Mini Hydel Projects :

The mini hydel projects  proposals initially 1 or 2 units should be implemented to enable assess the viability and efficiency of the scheme.  The additional units should be considered to be taken up after implementing/running the commissioned unit for 2 to 3 months.  The implementing agency should consult/ obtain technical clearance and safety certificate from the MeSEB, the  line department .

 

E)  Agriculture works :

1)  The FPO certificate will necessarily have to be obtained prior to initiating the food and fruit processing enterprises/units.

2)  A proper marketing strategy  may be formulated  and wherever necessary tie up and buy back arrangement with professional/reputed  firms and marketers may be entered into.

3)  Organic manures and pesticides  only be used in multiple cropping programme in consonance with the State Agriculture Policy.

4)  No line departments shall purchase or place orders for pumps, power tillers, etc. but the community SHG/VDC/Cooperatives will  purchase, where it was resolved, with bank loan linkage in addition to the RSVY component.

5)  All the proposal under Weaving and Sericulture shall be supervised and technically cleared by the Sericulture Department.

 

F)  Roads & Connectivity:

Works relating to culverts and bridges shall be focused first and the quality  of construction shall be ensured.
